No. LADD's negation effect still resolves even if it is flipped face-down afterward, so Valhalla's activation is negated.

Cold Wave is activated while Valhalla is already face-up.
No. Cold Wave prevents activating Spell/Trap effects, so Valhalla's effect cannot be activated afterward.

However, if Call of the Mummy or Valhalla, Hall of the Fallen is already face-up on the field and its effect is activated, then Royal Oppression may be chained to negate the effect and destroy it.
