Caius is Summoned using the opponent's Sangan and targets Rai-Oh.
Yes, Sangan met its trigger first so it will be CL1 and Caius Cl2. By the time Sangan resloves, Rai-Oh is not face-up on the field so it will search. If Sangan wasn't mandatory, it wouldn't be able to trigger.
Does Power Tool Dragon's effect count as adding from the Deck for Rai-Oh?
Power Tool resolves and would add an Equip Spell to hand.
