Spear Cretin is flipped by battle in the Damage Step and its effect would resolve.
No. D.D. Crow cannot be activated in the Damage Step, and Spear Cretin selects at resolution.
If Spear Cretin is sent to the Graveyard outside the Damage Step, can I chain D.D. Crow to banish the opponent's target?!
Spear Cretin activates and targets monsters in both Graveyards.
Yes. In Edison, Spear Cretin targets at activation, so you can chain D.D. Crow to remove the opponent's target. Your own target still resolves.

●If you can Special Summon a monster but your opponent can't, you will still Special Summon. If your opponent can Special Summon a monster and you can't, your opponent will still Special Summon.
●Special Summoning a monster is optional.
●Spear Cretin can't Special Summon itself from the GY, but it can Special Summon another copy of Spear Cretin.
●After Spear Cretin is flipped face-up, if it and another monster you control are destroyed by the same effect, you can Special Summon the other destroyed monster.
