Deep Sea Diva is Summoned and Scapegoat is chained, creating a new chain.
Yes, if the turn player passes priority, you can activate Needle Ceiling before any Synchro Summon is attempted. A Synchro Summon cannot be performed until the game returns to an open state.
If my opponent Tribute Summons Vanity's Fiend and I activate Needle Ceiling, do my Dupe Frogs still trigger?!
Needle Ceiling destroys Dupe Frogs after the Tribute Summon.
Yes, as long as the Dupe Frogs were not tributed, they can trigger when destroyed by Needle Ceiling.

●If the number of monsters on the field is reduced below 4 after activation of Needle Ceiling (by chaining Ring of Destruction, etc.), the effect of Needle Ceiling still resolves (see Activation & Targeting Eligibility on the Advanced FAQ).
●Face-down monsters and Monster Tokens are included in determining the number of monsters on the field.
