Sangan is tributed for Enemy Controller; Limit Reverse is chained targeting Sangan so it leaves the GY before chain end.
Yes in pre-2020 rules. Sangan's trigger can still activate even if it is no longer in the Graveyard at the end of the chain, because the trigger condition was met and it is mandatory.
