Debris Dragon Special Summons Level Eater and its effects are negated on the field.
No. The negation only applies while the monster is on the field. Once Level Eater is sent to the GY, its effect is no longer negated.
Can Level Eater be tributed if its effect is negated?!
Level Eater is on the field with its effect negated.
Yes. Its "cannot be used as a Tribute" is a continuous effect, so if it is negated you can tribute it.

●This Ignition Effect activates & resolves in the GY.
●This effect targets a Level 5+ monster you control.
●If the target's Level can't be reduced, Level Eater remains in the GY.
●If the target’s Level is <5 when this effect resolves, reduce it’s Level and Summon Level Eater.
●If Level Eater leaves the GY before this effect resolves, you still reduce the target’s Level.
●That monster's Level is reduced so long as it remains face-up on the field.
