A Spell/Trap is activated while Shien is face-up, or the activation is negated.
Once Shien leaves, its restriction ends and the opponent can activate another S/T. If a S/T activation is negated by Solemn, that activation still counts, so they may activate another.
If Starlight Road negates a Spell/Trap under Shien, does it count as an activation?!
Shien is face-up and Starlight Road is activated in response to a Spell/Trap.
Yes. The Spell/Trap was still activated even if its effect was negated, so it counts toward Shien's restriction.

●The Unclassified Effect works like a built-in Special Summon. This Summon does not start a chain.
●The Continuous Effect applies so long as Great Shogun Shien is face-up on the field.
●Your opponent can activate either 1 Spell Card or 1 Trap Card each turn; not one of each.
●If the activation of your opponent’s Spell/Trap Card is negated (by “Dark Bribe), they can still activate 1 more Spell/Trap Card after that.
●This effect applies during both players’ turns.
