Can Gladiator Beast War Chariot negate Exodia's win condition?
A player assembles all five Exodia pieces.
No. Exodia's win condition is not an activated effect and cannot be negated by Chariot.
If I Summon Blizzard while Black Whirlwind is on the field, can my opponent chain War Chariot to negate Blizzard's effect?
You Normal Summon Blackwing - Blizzard the Far North under Black Whirlwind and your opponent wants to respond with War Chariot.
You can choose if you want Blizzard's effect to be Chain Link 1 or 2 in that chain. Only if Blizzard is Chain Link 2, your opponent can negate it with War Chariot.
