Yes. After the Summon resolves, you can use Shell's effect with priority, though D.D. Crow can respond. If Give and Take Special Summons a monster to your opponent, its "when Summoned" effect will activate for them.
If I attack a Defense Position Dark Scorpion - Burglar with a lower-ATK monster, do I take battle damage and trigger its effect?!
Dark Scorpion - Burglar is in Defense Position and is attacked by a weaker monster.
No. There is no battle damage in Defense Position without piercing, so Burglar's effect does not trigger.
