If multiple End Phase effects are pending, like Brain Control returning a monster and Ectoplasmer forcing a Tribute, who decides the order?!
During the End Phase, multiple effects that resolve during the End Phase are pending.
The turn player chooses the order to resolve End Phase effects unless a card specifically forces a sequence. Mandatory End Phase effects do not automatically resolve first.
If I Normal Summon Beast King Barbaros without Tributes, then Tribute it for Ectoplasmer, does Ectoplasmer use 3000 or 1900 ATK for damage?!
Beast King Barbaros is Normal Summoned without Tributing, so its ATK becomes 1900, and it is Tributed by Ectoplasmer in the End Phase.
Ectoplasmer uses the monster's ATK on the field at the time it is Tributed. Since Barbaros was at 1900 ATK, Ectoplasmer inflicts 950 damage.

So while Ectoplasmer is out, I Tribute in my End Phase, and you Tribute in your End Phase.
