Yes. As long as it destroyed a monster by battle, its token Summon effect will still activate and resolve.

● This effect does not specify “and sends it to the GY”. It triggers at the end of the Damage Step, even if destroyed after Damage Calculation (either by battle or by effect), as long as it destroyed a monster by battle.

"Blue Thunder T-45's" effect activates at the end of the Damage Step, when monsters that are destroyed by battle are sent to the Graveyard. If the monster destroyed in battle by "Blue Thunder T-45" is removed from play by "Dimensional Fissure", etc., "Blue Thunder T-45's" effect still activates.
If "Blue Thunder T-45" is destroyed by a card effect after damage calculation, its effect still activates.
Even while "Skill Drain" is active, the "Thunder Option Token" cannot be Tributed for a Tribute Summon.
