Geartown is active and you set a second Geartown, replacing the first.
Yes. The first Geartown is destroyed when the second one replaces it, so it can activate to Special Summon an Ancient Gear monster. This does not apply if you activate a second Geartown normally.
If Reasoning reveals Ancient Gear Golem, what happens since it can't be Special Summoned?!
Reasoning is resolving and reveals Ancient Gear Golem.
Ancient Gear Golem is sent to the Graveyard and Reasoning stops resolving. It is not returned to the Deck.

(1) During battle between this attacking card and a Defense Position monster whose DEF is lower than the ATK of this card, inflict the difference as Battle Damage to your opponent. (2) If this card attacks, your opponent cannot activate any Spell or Trap Cards until the end of the Damage Step. The (C) Condition cannot be negated. This card cannot be Special Summoned face-down by "The Shallow Grave". The (1) Continuous Effect does not start a Chain. This effect applies while this face-up card is attacking. Piercing Battle Damage is dealt at the end of Substep 4 - Damage Calculation. The (2) Continuous Effect applies while this face-up monster is attacking. This effect begins to apply at the Start of the Battle Step - Attack Declaration. This effect applies until the end of Substep 7 - End of the Damage Step. This effect stops applying if “Ancient Gear Golem” is destroyed by battle (in Substep 4 - Damage Calculation) or by an effect during the Damage Step. Continuous-like Effects of Spell / Trap Cards still apply. The effects of face-up Spell / Trap Cards can still activate (ex: “Ultimate Offering” or “Skull Lair”).
